rior to 2010-11 there was an excellent unity among all the plus Two Lecturers and it was due to this reason that plus Two Lecturers forum was most powerful forum of officers under the abled leadership of the then president of Forum Mr H D Qureshi sahib which is evident from the fact that the the Education Minister called Qureshi sahib from his personal mobile number for discussions and resolution of some important and genuine issues of Lecturer Community.
If some one may try to ascertain the reasons of dispute among the officers of this elite class of teaching Community then we may find that some of the Lecurers selected through PSC and appointed as 10+2 Lecturers in various discipline are of the opinion that they are more intelligent than the Lecturers appointed through DPC . When discussed this view points with some Educationists who either have been serving on some beautiful post in School Education department or have retired on superannuation from their active service from equal beautiful posts after serving in this department for more than thirty five years then these senior officers were of the opinion that following criteria can be applied to determine that Lecturers belonging to which category are more expert or efficient :
If both category of Lecturers secure equal results in Board examination in their respective subjects then both are equal efficient.If both categories of Lecturers extend equal co-operation to their principal and other seniors in smooth functioning of School then both are equal efficient.
If senior members belonging to both categories can seek equal co-operation of junior staff members working in the School and can also extend equal co-operation to their senior colleagues in case they are juniors then they are also equally efficient.
If Lecturers belonging to both categories are regular and punctual in performing their legitimate duties in an equal responsible manner then both are equal efficient. If the Lecturers belonging to both categories are continuous learners and have equal command over their respective subject but there are such Lecturers who can teach other subjects also with excellent command and fall in the category of allrounder Lecturers . If Lecturers belonging to both categories are equal allrounders then both are equal efficient.
If Lecturers belonging to both the categories are equal expert in maintaining office records, compiling of results, preparation of cash books and have equal knowledge of accounts and rules and knowledge of pay fixation, preparation of codal formalities for purchase of various article required for use in Laboratories and also in other use in smooth functioning of School, preparation of time table, organising debates, seminars, symposium, quiz competition, identification of weak students and then arranging extra periods for improvement of their learning levels. The efficiency of Lecturers belonging to any category can also be assessed on the basis of values like tolerance, patience, decision making power, creativity of mind and various other values which are created by Education in a well qualified person.
In the past a very important guidance was given by some expert and sincere teachers to their students who had been competing with their class fellows for the proper improvement of efficiency of such students. Teacher used to advise such students that any students may not consider himself more efficient or extraordinarily intelligent rather he may work hard to such extent so that he may in reality surpass all others. One who will consider himself more intelligent or such an idea will be developed in his mind then it will be unseen death or unnatural death of his efficiency. In the opinion of Educationists the above advice of teachers to their intelligent and efficient students must also be followed by all the members of the teaching community including plus two Lecturers so dispute of efficiency will not arise among the said gazetted class of teaching community.
Two other important rules which deal with efficiency of employees working in a department or an organization are management rule and organization rules and correct and accurate results are possible with the application of these rules. Now in pursuance to these rules an incumbent will be considered as most efficient who will not criticise his other colleagues or juniors but if he will find weakness of any type in others then he will always try his level best to improve such weakness existing among others.
Another rule worth mentioning here is that in order to assess the efficiency of others an extraordinary efficiency is required. One who is in fact extraordinarily efficient then all others appear more intelligent than himself but in order to maintain his efficiency he always works hard to such extent that he always surpasses all others in every aspect of teaching learning.
Now at last I would like to mention a law of nature here which can be termed as natural division of efficiency by Almighty among its best creations. When one hundred students seek admission in the first primary in a school then all are not equally intelligent and on reaching to secondary level all obtain different percentages of marks. Again on completing their education they succeed in obtaining different jobs ranging from the cadre of class fourth to IAS. This natural division indicates that all individuals were not equally intelligent at the time of acquiring their education or even at the time of securing Job.
There is service Law which has been pronounced by Hon’ble Supreme Court of India that all employees of equal cadre are entitled to get equal pay for equal work .Reverse of this Law is it mandatory for all the employees to do equal work for getting equal pay . Now equal work in teaching lines by all the Lecturers would be possible only when all would be equal efficient and equal intelligent in teaching their respective Subject to the students.In view of these facts every Lecturer belonging to either of the category is under obligation to continuously enhance his efficiency equal to his extraordinary intelligent colleagues or his seniors.
Moreover plain reading of clause III(D) of Schedule II of SRO 481 dated :30-12-2010 makes it apparent clear that both category of Lectures are appointed under same Gazetted recruitment rules and thus on this count Lectures of both category are equal in all respects and thus none from this cadre may raise his figure towards others at any time.
The most important factor worth understanding is mandate of rule 23 of CCA Rules of 1956 which reveals that an incumbent can be regularized from an anterior (back or retrospective) date from which post is vacant .Now relevant rules for regularization of In charge officers have been framed by the Government vide Govt order NO :107 -GAD of 2002 dated 16-01-2002 read with government order NO :743-GAD of 2007 dated :26-06-2007 . Moreover a postgraduate teacher becomes eligible for his promotion to the post of Lecturer after serving for three year in the department whereas a candidate selected through PSC gets the status of government employee when appointment order is issued by the Government in his favour .I hope all plus Two two Lecturers will understand facts elaborated in this article and will unite at one platform after clearing their misunderstandings Or doubt if any.
Purpose of writing this article is inspire all the plus two Lecturers through the medium of this article by publishing it in this esteemed newspaper about their proper role first for the improvement of their own efficiency and then efficiency of their colleagues so that in future none from the said elite class may try to raise his figures towards others and every member of this cadre may try to become most co-operative officer of our most prestigious department so that all plus two Lecturers may work for the betterment of Society with utmost dedication and devotion in a most responsible manner.
