NQM inspections: 33. 3 % maintenance works under PMGSY in J&K graded as unsatisfactory

In the past three years, 33.3 percent maintenance works under the Pradhan Mantri Gram Sadak Yojana (PMGSY) in Jammu & Kashmir have been graded as unsatisfactory in the national quality monitors (NQMs) inspections.

A record note of the pre-empowered committee meeting held on December 9, lays bare that the Government of India has asked the J&K administration to improve on maintenance of works. “In the last three years (November 2018- November 2021), 33. 33 % maintenance works, 5.75 % completed works and 5.31 % ongoing works have been graded as unsatisfactory in NQM inspections,” reads record note of the meeting as per KNO.

The meeting noted that there has been a slight improvement in ongoing and maintenance works.

“In the last one year (November 2020- November 2021), 26.67 % maintenance works, 0 percent completed works and 4.21 % ongoing works have been graded as unsatisfactory in NQM inspections. It could be seen that, unsatisfactory percentage has slightly reduced in ongoing and maintenance works,” the record note maintains.

It is worthwhile to mention that a three-tier quality control mechanism is in place for PMGSY works.

The third- tier of quality monitoring of PMGSY works is done by the national quality monitors (NQMs) empanelled by the National Rural Infrastructure Development Agency (NRIDA).
